Why do I get an error saying "TV Program Guide Listings are not available for the postal code you have entered"?

This error message is specifically about the inability to download an EPG from Microsoft, and while in XP and Vista versions of Media Center this was an issue because the IceTV Guide is loaded using  a different method in Windows 7 and later versions of  Media Center this message can safely be ignored.
